How to I set bandwidth settings?

Is there some sort of tool or Windows-integrated utility I can use to adjust the amount of bandwidth to spend per application?

    In Windows Vista, go to

       Start > Run > "gpedit.msc"

    Under either Computer Configuration or User Configuration, go to Policy-Based QoS. Right-click on Policy-Based QoS in the left window pane and select "Create New Policy". A Wizard editor should open asking you to set certain options.

    1. Set the Policy Name to whatever you want. The name of the program that you want to limit is usually a good name.

    2. Leave "Specify DSCP Value" set to 0. This options controls the upload bandwidth priority of the program the policy is set to. It's values can be from 0 to 63. 0 means equal priority. 63 equals highest priority.

    3. Select "Specify Throttle Rate". Set the value to the transfer rate limit to what you want.

    4. Click Next.

    5. Select "Only Applications With This Name" and type in the file name of the executable program you want to set the policy for.

    eg. utorrent.exe

    The rest of the options should hopefully be self explanatory. You can set the policy to only apply to specific foreign IP addresses and ports.

    If you don't have access to gpedit.msc, you can manually modify the registry at this location. If you need the specific registry entries, edit your question and I'll modify my answer.
