I know what you're talking about, it happened with my iguana too, more than once, to my greatest shame. Be more careful next time, but don't worry for this time, the skin will be sore for a while so don't touch it until it dried, and you'll notice a lacey looking desquamation in the next days, that's the part of the shed that wasn't ready and that stayed stuck between the scales. At that point it shouldn't be tender anymore so you can wipe it off. The skin may look dull until next shed. It's not a dangerous injury, you just want to avoid it not to cause useless pain and stress to your lizard.
You don't have to see a vet for this event, but since you never had a vet visit for your dragon, go anyway to have a file opened and a general exam. Sometimes reptiles carry parasites they'll be better off without, so a vet visit is worth it even for a healthy animal.

There are 100+ reasons he could be this way. What kind of lights do you use? Do you have a cool down area for him? He may be too hot. What kind of thermomiter are you useing? How long have you had him Dear? Did you put him in a new tank recently? What are you feeding him, and how much, and do you sprinkle his food with Calcium powder? The most common reason that a Dragon turns dark, is that he is under stress. Other signs will be: Stress markings on under side, Loss of appetite, Decreased activity, no desire to bask, but desires to stay in the cool end of their tank or in a hiding place, Lethargic behavior, and Increased parasitic levels. If you are doing everything right for him, things will probably get better. But if I were you, I'd check with a vet first. All the best!

A vet visit is a good idea regardless, as beardies are prone to serious health issues if you don't care for them correctly.
If his back was white and sticky, I have to wonder if you pulled off the scales themselves--not just a stuck shed? Whatever it is, it doesn't sound good. Next time, just soak him a lot and leave the "stuck shed" alone until his next shed.
You can find a vet in your area at http://herpvetconnection.com/ (Maryland's page: http://www.herpvetconnection.com/maryland.shtml ).

Did you pull the piece off of him? If so, the new skin under the old (shed) may not have been hardened yet (pulled it off too soon.) That can explain the white and soft feeling of the new skin. You should not be pulling the skin off, just removing the skin that's dangling and ready to fall off.
If you are still worried, try searching for a vet near you on this site: http://reptileveterinarians.com/La-Plata/Maryland/ I tried to search for your particular city, but it yielded nothing.

any time a rep is having a difficult shed the best thing to do is soak it, and apply ointment to allow moisture to be retained.
never pull off old shed even when deep as if the skin below isnt ready, youre really ripping the skin off and it hurts, can cause infection and loads of pain.
if he isnt bleeding or showing pain id leave it be and allow soaking dishes

dont know if you have already..but i would put him in a bath, while calling the vet..and after the vet, go to the pet store, and buy shedding aid, its by zoo med. it works on all reptiles. i keep it on hand and stocked.

I always just give my beardie a bath. (1 inch of water in the kitchen sink or bathtub)
