What it means is that you have to interpret the data, the data itself is meaningless unless it is analysed, sorted, compared... It is like saying you might know a lot of dates, but unless there is some connection between them, the knowledge of the dates does not help with understanding.

it basically means in order to find the answer you must work it out yourself.
that's my way of thinking about it
