there's a new, fifth check box under the summary tab of my iPod touch that says "convert higher bit rate songs to 128kbps AAC" or something like that. Can someone explain what it does and the pros and cons?

Yes, this is an option if you have high quality audio file (such as FLAC and apple lossless) located in your iTunes library, which tend to take up a lot of hard drive space. This option is added so that you can fit more music on your device by converting such higher-quality files into AACs (which will be smaller and allow you to fit more songs).
This may be a good option because you will be able to have more music on you, BUT since you are going to be playing the songs on your device, quality is not going to be such a major issue since the sound quality is limited with an iTouch and headphones. That being said, AAC quality is NOT bad at all. In fact, it is nearly indistinguishable from higher quality files.
