How can i sew a skirt like this? (PICS)?

So if anyone can tell me how to make one, thanks a lot, because I can only sew if i know what to do.
And I may buy one from forever21/wet seal/agaci if I have to.

im currently a student at college taking fashion and i have recently made a skirt similar to this:
here is how i made mine with material suggestions:
what you are making is a short A like skirt.
what you will need is:
# elastic (its much easier to use than trying to sew in a zip which is very tricky) preferably an inch thick.
# safety pin (to pull the elastic through)
material. any colour you want, i recommend a simple cotton fabric, if the cotton is quite see through then i would get some lining as well in the same colour. 2-3 metres would be a decent amount
# sewing machine
# pins
# a pattern piece(s)
# news paper
# tape measure
first, you need to make a pattern (you could buy one but its easy to make one)
to do this you need your measurements. measure your waist, and half it and then add 2 inches (5cm). draw a straight line across the paper with this measurement.
next you need to measure how long you want the skirt, you then need to add 3 inches (for the waistband and the turn up)
then you need to draw a line at the end of the correct length for the hem of the skirt, make this line 4 inches longer than the top line (2 extra either side) to create the A line effect, then join the sides of both lines together with to look like this shape (not exactly as it would be different measurements)

next, fold the fabric in half so the salvage is running vertical (this edge is the way the fabric is ended on the roll, it should have a different feel and look to it-this is just so the fabric does not mishape and stretch)
you then need to pin the pattern piece that you made on the fabric, and then cut it out and remove the pins.
then, pin the 2 pieces of fabric on the slanted egdes and sew from bottom to the top using a straight stitch
you then need to iron the seams (seperate the 2 bits of fabric and run a hot iron inbetween them so they lay flat, this will stop them looking lumpy)
next, making sure the skirt is still inside out, fold the top over enough to make it a waist band where the elatic will fit, and sew it all the way around (TIP- FOLD IT OVER SLIGHTLY MORE SO THAT YOU CAN FOLD THE BOTTOM INSIDE THE BAND TO MAKE THE EDGE LOOK NICE AND TIDY). sew this with a straight stitch and leave about 1cm unsewn, this is wheere you will thread the elastic through at a later point.
then you need to clean up the bottom, fold the fabric at the bottom of the skirt by 1cm, then fold it again and pin all the way around. and sew it all the way around.
finally, you need to put in the elastic. you need to measure out how much elatic you need to use, warp it round you without stretching it. you need 2 safety pins, pin a pin in each end of the elastic, and start to thread the elastic through the waist band until you come out the other end, making sure it doesnt twist, and then, by hand, stitch the 2 ends of elastic together well, give them a tug to check if they are secure.
you then iron out any creases, cut of any loose bits of thread and your ready to wear it.

It's a rectangle of fabric made into a tube and gathered to an elastic waist. About the simplest sort of construction around.
Find the wide waistband elastic. Determine how much you will need for the waistband, and sew it into a loop. Quartermark the waistband.
Measure the waistband.
Decide on the length of the skirt from bottom of waistband to finished hem. Add to that measurement, one seam allowance (typically 5/8" or 15mm) and twice the hem allowance.
Cut two rectangles of fabric 75% of the length of the waistband + 2 seam allowances.
Sew the side seams of the rectangles to make a loop of fabric.
Hem one of the edges of the loop. That's the bottom hem.
Quartermark the top of the loop of fabric, and match the quartermarks to the elastic quartermarks.
Sew the two together, stretching the elastic as you're sewing.
Done.
