They can create one for you that is vector based, using a program such as Adobe Illustrator. This means that you can resize it as much as you want and it won't lose quality. It's good that you already have a design in mind, so just find someone with the technical knowledge to help you create it!

I would recommend going through a freelancer. Like the answer said before, you need it to be vector based. This allows you to scale the image to any size without losing any quality. Only programs like Corel Draw and Illustrator allow you to do this. I do freelance graphic design work on the side. Contact me if you need help.
