    I actually -could- see this but largely because government jobs are not nearly as easy for the public to locate. They are usually posted at the local courthouses and other "public" boards, but not necessarily anywhere your average Joe actually goes looking for jobs.

    Are there people who can and would work this job? Hecks yes! Do they know they're missing out on it? Probably not.

    Many rural areas are short on people, who wants a shotgun in the face? Any thing to do with government is not welcome in some areas that are self sufficient.
