Why is my toolbar shaking/seizing?

I have windows 7 and my toolbar i think thats what you call it..the strip panel on the bottom of you screen keepd shaking it seriously looks like its having a seziure. i have no clue why its doing that... do you?? help!

    Check to see if you have the latest driver files and also see what you have running too many things can zap your services causing all sorts of strange anomalies

    having two AV programs running is bad having two video programs is also bad so have a check through and see check the W7 web for the latest drivers and BIOS from your computer manufacture
