If I tag someone who's not on fb in a picture?
Are the people who's in the picture notified? Especially if I cancelled a tag request?
Like there was this kid who made of me for years. Recently on my newsfeed I saw a pic of him from a friend of a friend. After all he did to me I couldn't help it and tagged him as a mean name. I cancelled it right away. Is he still notified?
No I meant do they notify the person in the picture?
The person in the pic has fb. the person I tagged him as doesn't.

The person whose picture it was would be notified, so the friend of the guy who teased you would know that you tagged him.
BUT if you canceled it quickly enough they might not have seen it, because I know that if somebody posts something on my wall then deletes it, I can't see it.
