Can college funds go down with the stock market?

If you invest in a college fund and if you constantly add money to it... can it go down by a drop in the economy?

Is it possible for it not to be located in a bank?

    That depends on what the college fund is invested in. A "college fund" could be anything from bank CDs to stocks to bonds. It does not have to be "located" in a bank. Google "529 plan."
