Unlike America, we don't tend to use the term college to refer to Universities,
Sixth form colleges are where people from 16 -18 do their A levels. Further Education colleges are a bit different and tend to do more vocational training and are for any age. There is qutie a bit of overlap between the two, with lots of FE colleges offering A levels and some Sixth form colleges doing vocational courses.
Universities: Usually 18, but quite often, people take a year out to do some travel ling or gain work experience.

16 going on 17 after leaving school

I the u.k. you can leave school and go ot college and 16 or stay on in school for two eyars.
You go to university when your 18 then ( but ou can go to college if your an adult and univesity)
