5 digit numbers (9 possibilities for the first digit and 10 for the other 4 digits):
9×10×10×10×10 = 90,000
5 digit numbers with no 3s and no 5s (7 possibilities for the first digit and 8 for the other 4 digits):
7×8×8×8×8 = 28,672
Number of 5 digit numbers with at least one 3 or at least one 5:
90,000 - 28,672 = 61,328
