medium sized dog, low key and obedient?

We have a beagle and my daughter and I just adore him and I'd like a second beagle. My husband doesn't like the hound traits, though -- basically the distractibility and inability to ever, ever let him off a leash unless he's in a fenced area under any circumstances whatsoever. He wants a dog who pays more attention to him when they go walking. I don't want a border collie or some other hyper, neurotic breed, and our fence is only 4 feet high, so it can't be too big. Any suggestions for a dog that my husband and my beagle will both like? I'm kind of thinking about a miniature labradoodle, but I want a dog around 25 pounds as that's the size of the beagle.

    or wat about checking out adoption. There are so many dogs that are killed in high-kill-facilities every day and most of them have done nothing wrong, they just have no home. I would suggest going to a pet rescue or a pet shelter and bisit dogs that they have there. I volenteer at a pet rescue and all the dogs there are so nice, they are probably the best dogs. They are all waiting to start a new life with new families, all they need is a chance. But its your choice.

    Borders are bigger than 25 lbs, and can easily jump a 4' fence.

    I'd have to say spaniel. English cockers are nice. American cockers tend to be overbred, and it's hard to find one with a decent temperament, but if you look it can be done.

    I would advise shelters and rescues, that way you know if the dog is a fence jumper, maybe partially trained, you know if it's attentive, ect. There are many young dogs available, try the breed rescues too.
