Dictation is the act of writing down what another is saying. So....Ghandi would give shorthand classes in the indoctrination programs of comrade Castro.
The freedom issue would be more complicated, but my guess is he would lead non violent protests and be a shining example of decent living to his fellow Cubans.

except this is hard because gandhi was fighting agaisnt the british for independence
Cuban people are under their own dictatorship
