Perhaps he means that if a person admits that he is a fool, he is not so stupid after all. Only accepting your shortcomings you can achieve wisdom. A really fool person will never even think about it.

To me it means that once he has cast off the shackles of fearing what others may think of him, he has begun the journey of making his decisions by logic and common sense. That may be his first step towards becoming wise.

There are people who are too scared to take chances in life simply because it is scary. And because it is scary, taking a chance would be considered daring. But it's taking that chance, no matter how scary, that is wise.
