OTR CDL driving & personal driving time?

Do CDL truck drivers have to keep track of personal driving time (personal vehicle) to avoid going over driving hour limits? Also, a friend is being told he is not allowed to drive home (personal vehicle) from the truck company because it would put him over his hour limit - anyone know if this is true???

Update:

i didn't think so either but does anyone know where i can find it online that is says they can't??
