You want to fly from the Washington State to Ukraine on Business class for $1500.There is no way on god's green earth that that will ever happen.
You may get a round trip Coach ticket for $1600-1800 if you are lucky.

You can fly to Kyiv for 1600-1800, but not to Simferopol. Add another $1000 for flying directly to Simferopol. Otherwise you're going to have to get from Kyiv to Simferopol by train.
