I don't think so, I downloaded a few videos from youtube so I could use them in a powerpoint presentation and I never heard anything of it. I'm sure if you use it and claim it as your own then you might get in trouble.

I can't see any reason why you will be suspended or that converting from youtube is illegal. I do it and have never even thought about it. Don't worry too much.
