What is the phrase 'guess what' ?

Is it a question or a command. Me and my friend got into and argument about whether it's a question or a command. I say question and he says command. What do you think. It can't be both it's one or the other

    its a command. its telling the other person to "guess what" not asking them. so sorry to say but i think youre wrong :/ hes right. lol
