Do I have a case against my landlord?

Back in March I received paperwork from Section 8 ( after being on a waiting list for 6 yrs) that my turn had finally came up to be accepted on the program. I rent a whole house . I know section 8 has federal inspectors come out and do inspections prior to paying rent on the place you live. I immediately notified my landlord that section 8 had just sent me notification of my approval for the program, My landlord has other residences on the program and is quite familiar with them and how the process works. (He made this clear to me). I explained to him that I knew there were several violations in the house that I knew would not pass. For example, there is huge amounts of debris in my basement that the landlord promised to remove when I moved in but never did, as well as One of my front porches had rotting wood and no railing, making it unsafe. He told me not to worry about it, that his relationship with section 8 was wonderful and they would pass the house on inspection with him just talking to them and assuring them any work that needed to be done would be done. That this is exactly what he has done with with other residences with the federal program. The house is scheduled to be inspected May 13th. I paint some walls, just to "neatin" up the place, make sure all rooms have working metal detectors etc... anything within MY POWER to help it pass. Then I get a letter from section 8 yesterday citing the place had not passed due to the reasons I had already explained to the landlord, as well as the entire back hall needing to be scraped and repainted. The letter also states that because the house didn't pass inspection by the 15th of the month that now I am liable to pay the full rent until it does pass. So I text my landlord and explain to him what the letter says. He texts me back and says : You will have to do all the work to make it pass. And when can I come get my rent? I text him again and explain, I am a renter not an owner. The only reason I went through with the paperwork is because you assured me you would make sure it passes. Now your telling me I have to buy the supplies, do the work myself, and pay you full rent? I'm a little confused. I let him know that this is exactly why I had this conversation with him in the first place, Had I known he was going to try to get free work and supplies off of me, I would have never sent the paperwork in, I would have immediately started looking for a new place. Now... I have kept his text message. But this is where the situation l lies now. I have exactly 1 month to find a new place pay new rent and deposit on it and move, as well as schedule section 8 to inspect it, or I lose my opportunity to be on the program, or to buy the expensive supplies, do the work myself, and pay my full rent. I want to sue my landlord for the role he played in this mess, for intentionally misleading me, for illegally stating in a text that I have to pay for and do the work myself. etc.. I believe he intentionally put me in this position so that me and my family didn't move. He knows the rules of section 8. He knows this work has to be done or they throw the recipient off. DO I HAVE A CASE? and for what exactly? And how do I go about suing him?

also Section 8 gave the landlord 15 days to make these, by law, hazards up to par. And I don't even have a problem doing the work myself. However, to buy all the materials, pay my rent in full, that would have already been paid by section 8 had the place been up to par already, and work for free? That's a little ridiculous don't you think? He has made it clear that the last 5 tenants that he had living here prior to my family never paid rent. All 5 of them had to be removed legally for non payment of rent. I have been here for 1 and 1/2 yrs and have always paid my rent. I truly feel as if he has put me in this situation intentionally so we wouldn't move. Please note that he does have this house actively on the market, & his chances of selling it with steady tenants that take care of the place would make the selling process easier. I tried to explain to him that if he just did the work or made an arrangement financially with me to do it ,that the property value would go up! didn't care!

Insomniac , This is my feeling as well. I'm just so mad at his foul plays I wanna kick the crap outta him. Arrrg! The position this *** put me in is ridiculous!

But also remember that section 8 approved housings increase a selling of a house, buyers know that if a residence is Section 8 (federally) approved, that the house must be in good condition. Section 8 doesn't play, they expect you to have your rental properties proper, proper! So it actually would have been beneficial to become section 8 approved. I think that was his initial intention until he realized that "his word" and so called wonderful relationship with section 8 wasn't all he thought it would be, and he'd actually have to pay for the repairs, he decided to run a whole nuther scenario, like hoping I'd just do the work to stay , knowing that my time is now short. And calling me my bluff as to whether or not I really want to stay. What he doesn't realize is ,,, I AM NOT BLUFFING! I will slap him with a suit so fast his head will spin.

    You would be wise to move so that you do not lose your position with section 8, you said your landlord has the property on the market so he probably does not want it on section 8 you should locate a house that fits your needs and pay the deposit and rent so you can schedule the inspection, after you are settled in you can file a claim in small claims court against the landlord but make sure you document everything and save the messages.~
