What is the right way to handle this?
I live in a slightly more rural area, and across the street from my house is a court. Some of the people who live down that road have dogs. During nicer weather, one of the people locks their dog outside at night, and it will bark for hours. Sometimes it will cause other dogs to start barking. It's really frustrating because I like to sleep with my window open, but once the dog starts barking it's impossible to fall asleep.
Last night I was up til probably 2 or later because, even with a shut window, I could still hear that one dog barking.
How should I handle this situation? I've lived here for about 8 years now and this is the case nearly every summer.
I was so mad last night I was tempted to try to localize the house with the dog and tell the people to make it shut up, but I don't think I should. Would it be better to call the police when it happens again? I'm really sick of this person being so inconsiderate.

It is better to call the police and let them handle it. If you try to approach them, it can turn ugly and they may continue to do it just to make you angry. I find that is usually the case with people that are inconsiderate like this. If it continues, keep calling the police. The police will issue a citation if they have to go out there enough times.

Since this is a matter that affects the entire neighborhood, you should probably enlist your neighbor's help. A very polite letter regarding the dog, such as "we're sure you didn't realize this, but your dog is barking constantly all night. This has been going on for a couple of years, and we felt that you should know, as we are all confident of your wishes to remain on good terms with everyone. Signed (all the neighbors signatures here)"
NEVER touch the dog. It's not the dog's fault, but the owners'. If your letter fails to have the desired effect, it should work great if worded properly, then your next step is to call the police and file a complaint. A copy of the neighborhood letter (dated and signed by all) will show them that you've attempted to resolve the matter on your own. Then they can handle it from there.

You could go talk to the people..people that have their dog outside at night an it's barking ALL hours of the night they know that their doing it. I would say talk to them, letters are throw in the trash. If that doesn't work you call the police. There will be negative effects but you also need to talk to all your neighbors as well.

I think that you should locate the house with the dog and write them a polite letter about it. If you can't then write a letter and place it in all the letter boxes on the street but add in your letter "if you do not own a dog then this letter does not apply to you." If nothing happens then call animal control and tell them about it. If they do nothing then call the police and make a noise complaint. Or perhaps wear ear plugs (good brand ones not cheap crappy ones that don't work) and if all fails steal the dog and take it to the pound FAR FAR FAR away and say it's a lost dog.
