Yes, it is. The geographical North Pole is fixed because its the axis of the earth on which it turns. The magnetic north pole however, moves due to the rotation of the earth, that is why north on a compass is rarely in the same place no matter which way you turn.

Yes. On a map true north can be drawn but on the ground, iron deposits can distort the magnetic lines of force, deflecting the needle from the true direction. So if you have a good map it will tell you the true north is x degrees from magnetic north.
