Capitalization Help Please!!!?

I need some help deciding what is the proper use of capitalization.

I am reviewing a safety manual.

I know that when it refers to the Health and Safety Program, we can capitalize health and safety because it is talking about the program and is a Proper noun.

My question is regarding the capitalism of the words Health and Safety if we are referring to ' the health and safety of employees', or 'health and safety statistics'.

What is the proper way to edit this manual?

    the program should be capitalised, but the workers and stats should not be in caps :)

    sounds like you're regarding the Health and Safety even more important than the employees.

    the Heath and Safety Program should remain capitalized as you said (It's a title) but " the health and safety of employees or health and safety statistics" are lowercased seeing as they are not a title.

    You should not be editing the manual nor anything else if you think capitalism is the same as capitalization.
