Capitalization Help Please!!!?
I need some help deciding what is the proper use of capitalization.
I am reviewing a safety manual.
I know that when it refers to the Health and Safety Program, we can capitalize health and safety because it is talking about the program and is a Proper noun.
My question is regarding the capitalism of the words Health and Safety if we are referring to ' the health and safety of employees', or 'health and safety statistics'.
What is the proper way to edit this manual?

Does anyone else see the connection between the current economic crisis and companies that are poorly managed?
It seems to me that the only ones having problems are the mega-rich (Car companies and banks) and the rest of us have yet to be affected.
There are still pages and pages of ad's in the paper for jobs, people are still hiring, my work is busier than ever. The only ones complaining are the ones that have made mistakes or let their business be managed by a bunch of meat heads.
