Plugged in, not charging in Window Vista?

One day I drained my computer battery completely and then after that when I plugged it in, the battery says "0% available (plugged in, not charging)". How can I fix this? I need my battery!

New battery or new charger. The operating system probably doesn't make a difference, but you could try booting an Ubuntu CD just to be sure. Or go into BIOS setup and leave it there for an hour and see if it charges.
