Why doesn't the government...?

Please read all of this question before answering. Why doesn't the government eliminate all welfare excluding social security and unemployment, cut corporate income taxes for the difference and raise the minimum wage? If the corporate income tax is lowered enough, we could avoid the inflation that usually follows a raise in the minimum wage, and we could prevent people from living too far below the poverty level while avoiding most of the couch potatoes that live off of the government. It would protect all productive members of society from poverty while punishing its parasites.

Update:

I've got an idea for liberals: instead of just saying you're wrong or you're stupid tell me why I'm wrong or stupid.

    "No one loses, no one fails" is a doctrine expounded by Progressives for 50 yrs. This equates to Liberal Democrats having majorities in our Government at times. Americans are predominately centrists, so why do they elect Democrats or not vote at all. Logic dictates we can blame the American people for their problems with their Government. For instance, 102 million eligible voters didn't vote in 2008. All we can do is pray they're fed up with Washington and show up in Nov and 2012.

    How is that going to stop corporations from offshoring.

    They will simply take the tax cut and build more factories in China.

    What you Libertarian types don't seem to understand is that CEOs keep their jobs by MAXIMIZING PROFITS, not by being moral and ethical.

    There must be a tangible mechanism to check them, in order to prevent them from seizing every single profit opportunity.

    This is a carrot AND STICK world. An incentive does not guarantee that a corporation will do the right thing.

    There is NO inflation following the an increase in the minimum wage. Almost no one works for wages as low as the minimum wage. It's impact is statistically zero.
