Ziva passed her citizenship test and is going to become an official American citizen. Tony is teasing her, saying he is going to call his Congressman and stop it...

Gibbs wakes up and finds himself in Paloma Reynosa's house...surrounded by her guards with guns...it was Dean, one of Col. Bell's men that hit him on the back of the head on the beach. He killed Bell with Gibbs gun, trying to frame Gibbs for his murder.

Gibbs and Reynosa banter back and forth and he asks her if she is going to kill him. She tells him no, she doesn't want his death...she wants his life. She tells him to deliver this package and everything will be okay.....or else everyone HE loves will die.

Alejandro Rivera - the guy that works for the Mexican Justice Dept. that seemed infatuated with Abby and that made McGee sooo mad - he shows up with the "police" and he asks Gibbs if she threatened him...Gibss says, no she didn't threaten me personally. Eventually Gibbs and Rivera leave, they're in Rivera's vehicle driving and talking and the next thing ya know....they're back at Paloma's house and the go inside. It turns out that Rivera and Paloma are brother and sister...both belonging to Pedro Hernandez. Things work perfectly, since Rivera works for the government, Paloma is able to run her drug cartel and not get in trouble. They know Gibbs killed their father, they just needed Abby to get them the proof. They want the forensics report Abby did confirming it was Gibbs gun and bullet that killed their father.

Tony and Ziva are ordered by Vance to go to Mexico on a C130 to being Hernandez' body back to Mexico and pick up the American Citizens that were killed in the shootout on the beach....they ask if they're supposed to bring Gibbs home and Vance balks at how they know he is in Mexico....Tony and Ziva say they can bring him home.

Cut to Tony, Ziva and Gibbs on the plane...when they land and Tony and Ziva go back to NCIS headquarters, Vance asks where Gibbs is....Tony tells him he went home to shower and change...Vance tells Tony to make sure Gibbs comes to see him when he gets there. Meanwhile...Gibbs calls his father to tell him to find somewhere else to stay...something might happen. Jackson, being as stubborn as his son...says no, he can take care of himself.

When Gibbs does show up at NCIS, he goes to Vance's office and they have words. Vance telling Gibbs he is tired of playing second fiddle to him b/c he does whatever he wants. Vance calls Gibbs an egocentric son of a b*tch and Gibbs throws his phone down on Vance's desk. Eventually Gibbs picks his phone back up and as he's walking out of Vance's office, it shows Vance holding the SIMS card to Gibbs phone...either that or the battery to it...

Honestly then...there was a scene in the park between Gibbs and Rivera that I didn't quite understand....Rivera brought the box to Gibbs that Paloma told him to deliver and when Vance shows up he asks about the box and Gibbs says its just candy..Rivera leaves and Vance pulls out a tape recorder and they were able to get Gibbs' and Rivera's conversation on tape. Vance then tells Gibbs, in his own way...that he supports him.

Gibbs is getting ready to go to Ziva's ceremony when theres a knock at his door. Its the female attorney..Ms. Hart that Col. Bell hired...she has a briefcase and ends up telling Gibbs that she is disappointed in him b/c he is bound to upholding the law. She pulls out Abby's report....the one confirming that Gibbs killed Hernandez and says something like its a good thing I have this....I guess that means she'll make sure it doesn't end up getting to the Reynosa Cartel.

McGee, Abby, Ducky and Jimmy are all at Ziva's swearing in ceremony and Ziva officially becomes a US citizen....Yayayay!

Tony however is not there....we see him walking on a sidewalk in what turns out to be Mexico..he is following someone....its Alejandro Rivera.....all of a sudden, someone pushes Tony into an alley...its Mike Franks....he asks Tony what his orders are and Tony replies "observe and report"....Mike chuckles and says...I can do that, while revealing to Tony that he has a gun in his waistband...Tony looks at him, as if to question how can Mike use a gun...and Mike kinda leans in and whispers to Tony "I can pull the trigger with my thumb" and we see Mike walking down the sidewalk, following Rivera now....

Back at Gibbs house...he goes upstairs into a bedroom filled with boxes...he sits down in a chair and flashes back to Shannon and Kelly...he's looking at pictures and then he comes across pieces of papers he has written his rules down on. He flashes back again to Shannon, sitting on the bed looking at his rules written down and says she's proud of him for doing as she suggested......he picks up a piece of paper and flips it over to the back and writes on it " # 51 - SOMETIMES YOU'RE WRONG"

The next and final scene is Jackson Gibbs working in his store....we hear the door open and the jingly bell jingle...and he sa

You missed A LOT. I don't know how much you DID get to see, so here's a brief rundown.

Gibbs was captured by the drug cartel, and it was confirmed what we all suspected, that the woman running the drug cartel was the daughter of the drug lord that Gibbs killed. Some of us wonder what might have happened if Gibbs, in response to her reminder that he killed her father, had said "yeah, well, he killed my wife and my daughter, so I guess we're even." However, he didn't do this. Instead, he allowed himself to be used as a mule.

McGee was put in MTAC to converse with the Mexican official that kept trying to undress Abby with his eyes a few weeks ago and accidentally let it slip that Gibbs was in Mexico when he asked said Mexican official if there had been any sign of Gibbs or Franks. Meanwhile, Ziva and Tony were sent down to Mexico to return the body of the dead drug lord and pick up some others. They had agreed that they weren't getting back on that plane without Gibbs as the hatch was lowering only to reveal..... Gibbs.

Gibbs and Vance had a nasty argument in which Gibbs almost resigned/was fired. Vance did bench him. Later, Gibbs was seen sitting on a park bench with the Mexican official having a discussion that Vance, hidden from view, was taping the entire time, and it can be presumed that Gibbs was having the discussion on Vance's orders. At the same time, Ducky was having a conversation with Hart (the lawyer who's been a nuisance all season) and basically psychoanalyzing her as she has come to the realization that she has backed the wrong man this whole time. (During the whole episode, Jimmy was either opening boxes or getting a lesson in golf from Ducky. He played a very small role, this episode.)

The next day, Ziva gets sworn in as an American citizen. Vance, McGee, Ducky, Jimmy, and Abby are all there, but Gibbs and Tony is not. Gibbs is on his way out when Hart shows up and they have a discussion and then Gibbs has a lot of memories and is sifting through the box where he keeps all his rules written down. Eventually, he comes across Rule 13, "Never, ever involve a lawyer." He turns it over and, on the back, writes "Rule 15: Sometimes you're wrong." This can be interpreted as applying ONLY to Rule 13, or to Rule 13 in specific and all the rules in general.

The reason that Tony is not there is not because Tony WANTED to miss out. It's because he was back down in Mexico on an assignment to "observe and report" given to him by Vance. It is at this point that Franks shows up. He's alive after all, just missing his trigger finger. It's when we see the first instance of Franks calling anyone other than Gibbs "Probie," as he addresses Tony as such. My friends and I developed two theories last night: One, that this is a Franks thing. Two, Tony got caught in a probie mistake. We think the second is more likely, since one of my friends, who is retired NCIS, himself, pointed out that "probie" is generally a term used for the one you train.

There is then a scene in which someone is seen either putting something into or pulling something out of a hole in one of the boxes that Jimmy had been working on earlier in the episode. This quickly cuts to a scene in the candy shop where Gibbs' father works. He looks up as the door opens and says "May I help you?" The response, in a woman's voice, is "you already are." The camera pans in her direction. It's the chick at the head of the drug cartel. That's when the episode ends, with this cliffhanger.

Great summaries by others.... in regard to the scene on the park bench though....I think the tape recording was done by Gibbs' phone...I think that when Vance & Gibbs had the confrontation in the office, it was somewhat staged and as they both knew, Vance was exchanging something in Gibbs' phone so that he could record from it. After the park conversation on the bench, Vance and Gibbs talk about how cagey Alejandro is, which makes him so hard to catch.

But it was a confusing scene & I'm not sure I got it all.
