what do the letters cbf stand for in Honda's cbf125?

Also, I read somewhere that the finish on the exhaust sucks. Is that true?

CB is the designation, F is added to the later models that are Four-stroke

Yes, they are just the model designations. The CB was for road use only, while the CL and SL were on and off road use, and the F was just the designation letter for the inline four cylinder bikes.

Back in the day,... when the CB designation first came out (in the 60's) it meant "city bike". -Couldn't tell ya what the F means, other than, say, perhaps a year or certain design suffix....

Simply a model designation. Don't try to read something into it that is not there.
