i want to download something and it says that im not connected to the internet but im acutally connected?

You have to be way more specific: what are you trying to download? Is it a program? What kind of computer do you have? What browser are you using? Can you download from other sites?

Generally speaking, it could be that the website is 'broken' and it's not you. Did you try to run the internet connection diagnostic? (This would be for IE, Windows OS. I believe Mac has one also but I don't know exactly where since I've never had to use it.)

You need to disconnect the ethernet cord and drain the excess bits from it. Unplug it from the back of the computer and hold it upside down for several minutes while shaking. Plug it back in to your computer and it should work.
