An excellent question in the need of this hour. i will try to give answer my level best and if it gives satisfaction, i will be happy.
First we will see some details and then i will give my answer, i mean we go step by step.
Brahmmaputra: The Brahmaputra is one of the major rivers of Asia. In Sanskrit, it means "son of Brahma". It originates from Mount Kailash in the Himalayan mountains in western Tibet, in China and flows 2900km into the sea in the Bay of Bengal in Bangladesh. It is called Tsangpo in Tibet, Siang or Dihang in Arunachal Pradesh, Luit or Brahmaputra in Assam, and one of its main branches is called Jamuna in Bangladesh. Old sanskrit call it Lauhitya. The Bodos call this river Bhullumbutter, which some have suggested, has been sanskritised to Brahmaputra.
This river eventually meets the Ganges (called Padma in Bangladesh) and Meghna rivers to form the largest river delta in the world, most of which is in Bangladesh. It is one of the few rivers in the world that exhibit a tidal bore. Most Indian rivers bear the name of a female. But this one has a rare male name. (Brahmaputra is a male name since putra in Sanskrit means 'son').

As per a newspaper report, the CoS, after examining the facts and evidence, decided to take up the case with the External Affairs Ministry considering the sensitive nature of the input. The external affiar ministry conducted a meeting was also attended by the RAW chief, representatives of Environment, Water, Power and External Affairs Ministry, which collectively decided to step up monitoring of the alleged construction works on the Chinese side of Brahmputra River. Although China’s claims to building the dam to meet acute water shortages, the findings of NRSA has given credence to New Delhi’s concerns that lower riparian countries like India and Bangladesh would be at China’s mercy during the dry spell and for protection from floods during the rainy season.
The development comes nearly a month after reports claimed that China has started constructing a huge dam on its side of the Brahmputra River – known as Tsangpo River in Tibet. The dam is being constructed at a place called Namcha Barwa on the eastern plateau of Tibet. It is at this point in Tibet that China is reportedly building the world's largest dam, with 26 turbines, expected to generate 40 million kilowatts per hour of hydroelectricity. There is sufficient evidence to suggest that the Zangmu hydroelectrical project was inaugurated on March 16 this year and the first concrete was poured on April 2.
A consortium of five top Chinese power companies is overseeing the 1.138 bn Yuan project. River Brahmaputra is very important for India and Bangladesh. The Brahmaputra River basin in India is most generously gifted with a fabulous water wealth that accounts for nearly 30% of the total water resources and about 40% of the total hydropower potential of the country.
1. Chinese government had categorically dismissed claims that Beijing plans to divert the Brahmaputra River that flows from Tibet into India.
2. Offering their support to the project, some Chinese engineers have reportedly suggested that the dam could provide cheap electricity for India, Nepal and Bangladesh, and that the dam could facilitate flood control in the Brahmaputra-Ganges basin.
3. It is true that china going to divert waters to irrigate the north western part of its deserted area upto 400 miles inside and going to join the dying yellow river since the yellow river in china is nearly like our palar river, india.
Arunachal Pradesh is understandably perturbed over reports of China’s plans to construct a dam over the Tsang-po River (known as the Brahmaputra in India) that would divert the waters of the river to drier areas of China. A delegation from Arunachal Pradesh headed by Chief Minister and comprising several ministers of the State met Prime Minister Manmohan Singh in New Delhi on Monday to express serious concern over the construction of the proposed dam, and called upon the Union government to take up the matter seriously with Beijing.
Neighbouring countries confer on how the waters of the river are to be shared and on matters of riparian rights. While it is true that accord in such matters is almost always difficult to reach, neighbouring countries eventually manage to forge agreements that are followed meticulously in the interests of enduring peace.
China has said the dam being built by it on river Brahmaputra will have no impact on the downstream flow of the river into India, External Affairs Minister S M Krishna told Rajya Sabha on Wednesday.
"It is a fact that when I met my Chinese counterpart recently, the question of the hydel project over Brahmaputra river being built by it in Zangmu did come up. However, the Chinese foreign minister assured me that it is a small project which will not have any impact on the river's downstream flow into North-east India," he said during Question Hour.

I too wonder the same. However a recent news report said that China has assured India that they aren't constructing a dam across Brahmaputra river.

it is inter national affair, only it is up to that country,that country honor that or no in world court,it is only tradition,not law,if china not agree it is up to them,how much the respect,inter national community,india can not Force,
