Is it true that liberalism is synonymous with incrementalism?

Update:

We just need "a little more" welfare... we just need an economy that is "a bit more mixed"... we just need "a little bit more regulation"...

    Are you asking me do I believe that changes should be made incrementally so that they aren't noticed?

    Yes...however I'm also for evaluating those policies for efficacy:

    Example:

    Drug policy...if drugs are a problem and the drug war is the solution, it has failed, so why keep throwing money at it, unless, as I suspect, people prefer to punish somebody rather than not punish anybody.

    Drug policies were created incrementally, starting in the early 20th century with the creation of the FDA. Slowly more and more control was grabbed as to what chemicals our population ingests.
