Marxists, why are same-sex unions not recognized in Cuba?

But they are recognized in some "bourgeois" capitalist states. Why did Fidel Castro refer to homosexuality as a "bourgeois perversion"? Is Cuban Communism slow to respond to social change?

    Since the Cuban revolution in 1959, male homosexuality has been a controversial aspect of Cuban society. Prejudice against gays is common in Latin countries with high Catholic populations. But there has been some progress in Cuba in concert with the multiple attempts by Venezuelan President Hugo Chavez to make Venezuela the first country on the face of the planet to explicitly recognize same-sex marriages in the text of the constitution; it is clear that socialism, when done right, is a way forward for everyone.
