Should Congress read bills and understand them before voting on them?

Before you bash the source, it's a video of Jim Demint. He says over 90% of bills in the Senate are passed with no debate and no role call vote.

    Yes, they should.

    At times, they are not even given sufficient time to do so.

    Did anyone have time to read the 2,000+ page health care reform bill?
