What does the plate designation mean for a motorcycle?

I am from Canada and I've seen several postings for bikes with a plate designation like in 58 plate 125.So what is a plate/ I've never see or heard of this on a North American sold bike.

Update:

I know what an L plate and an N plte is for Licensing But I.m wondering what the UK plate system is all about

    I think it has something to do with hp restriction

    In the UK, a beginner rider must display an "L" plate and cannot operate

    bikes above 125cc.

    Theres nothing on that wiki page about a 58 plate....I still dont know either.
