Regulations on DEC statement?

My boyfriend got orders to go to Korea but has only one year left. He plans to ETS like normal and doesn't plan on re-enlisting again. How soon before his orders does he have to sign a DEC statement in order for it to be approved?

If he has a year left and his orders are for a 12 month tour, then he has to go.

A DEC, is when you refuse to extend or reenlist to have enough time left in the service to accept new orders.

If you have the time in service left, you cannot refuse.

    2. First enlistment service members, can refuse to extend or reenlist to accept an assignment, with no penalty, so they don't really sign a DEC, they just turn the assignment down.

See AR 601-280 and DA Form 4991-R
