if your not an experience web designer or don't' no what a Cpanel is in my humble opinion you should only use two services.

I found the cheapest domain and server prices at http://www.1and1.com/ , but the service isn't that great. Cheap prices doesn't always mean great service. I have experience 100% downtime with them, but phone support isn't that great I believe that's its offshore support.

I have found that http://www.godaddy.com/ is the best !!! 100% up-time, perfect customer service, alot of free applications that are setup automatically like word press, Phpbb, Mysql data bases and more...
