High end brands that make small shoes?
I have recently been put in a position where I need to buy higher end clothes and such. I am haveing a very hard time finding shoes! Buying shoes in general is very hard for me because I wear a size 4. Some of the brands I have looked at come in a 36-40 and I don't know what that is equivalent to. If anyone knows what 4 is equivalent to please let me know. And the brands, thanks :)
The only way I can wear heels in 5 is if they strap around my ankle because they are big. I would prefer to be able to find shoes that wouldn't fall off.

You may be able to go to a size 5 because size 5 in women's is the same as size 3 in girls', so you may be able to go up to a size 6. If this works check out TJ Maxx, they have tons of designer heels, flats and sandals!
