If this scenario is only for this first turn then the last card you will draw is Monster Reincarnation. here's the break down:

Draw Phase, you draw Skull Servant

Underdog 1 creates chain link 1

Underdog 2 creates chain link 2

Link 2 resolves, you draw heavy storm

Link 1 resolves, you draw Simorgh

Underdog 2 creates new link 1

Underdog 1 creates new link 2

Link 2 resolves, you draw Flamvell

Link 1 resolves, you draw Monster Reincarnation

Standby Phase

If you draw a normal monster on chain link 1 of any underdog chain, you may reactivate all your underdogs again.

The last card you will draw is Monster Reincarnation

draw phase: Skull Servant

1. Heart of the Underdog #1 activate

2. Heart of the Underdog #2 chain to #1

3. #2 resolves drawing Heavy Storm

4. #1 resolves drawing Simorgh, Bird of Ancestry

5. Heart of the Underdog #1 activate again

6. Heart of the Underdog #2 chain to #1 again

7. #2 resolves drawing Flamvell Dragon (???what card is this??)

8. #1 resolves drawing Monster Reincarnation

cannot continue to draw due to missing the timing

drawing a normal monster has to be the last thing that happened in order to use Heart of the Underdog
