Unless you were listening in on the lunch between the VP & Pres. I would have to assume (i know; bad idea) they were discussing the situation. Updating your next in command is SOP with corporations, etc. not just government. Though not one of my fave politicians, just because Biden looks like a goofus doesn't mean he isn't smart in some areas (even the Republicans admit he has a firm grasp on foreign policy).
