Magnetic resonance imaging and computed axial tomography (CAT or CT scan) shows the amount of blood in a specific area of the brain. Blood in an area correlates to activity. However, neither the MRI nor the CAT scan can get down to the neuron level. Neurotransmitters are active at the synapses of the individual neurons. They also sprays across the synapse at the picoliter level. It would require a high power electron microscope to see the neurotransmitters. To make matters more complex, neurotransmitters are fleeting; they break down chemically as soon they cross the synapse and activate the next neuron.

An EEG shows the electrical discharge of a region inside the brain. It can not determine why an area is active, and it can not detect the neurotransmitters.

To answer your question, MRI, cat scan, and EEG are a little like seeing a bright glow, but not the lamp or the bulb producing the glow.

No, you really can't. All a person can see from these 'brain scans' is just the physical brain, not the chemical brain. It's best to get a lumbar puncture (at the base of the spine) for chemical levels.
