Suggestions for learning flash programming?

That depends on whether you know programming yet. (Programming and a programming language are totally different things.) If you don't know programming, start with http://www-old.oberon.ethz.ch/WirthPubl/AD.pdf If you do, just pick up any tutorial on ActionScript. Most of what you need to learn is just the syntax of the particular language.

Flash is not css, those are 2 different things. Google for tutorials...or get a book!
