Do the police have a watch list for potential criminals?

I've been doing some research online lately and reading a lot of articles on people who have been arrested for various crimes relating to child abuse, sexual abuse, preteen porn etc. and it dawned on me...What about those people who are watching this scuff or looking at illegal photos in their home, but aren't sharing it with others? Can the police find out that they are doing this? Do the police have a watch list for people like this? Does their IP get recorded when they browse sites that are illegal?

I find it odd that only people who share illegal scuff and memorabilia get arrested but not the people who simply watch and preview stuff in their home by themselves. What do you think?

    yahoo fairly does not provide a crap. what they have is to guard them against company litigation. in the event that they needed to crack down they might lock out ISPs whilst they lock down debts. maximum folk not have 'dynamic whateverthehell' because of the fact we are especially utilising DSL. i wish so, yet i assume not. hi princess.
