who adds extra time on a soccer game and why?

so a soccer game is usually 90 minutes.. who adds that extra time? and how is that determined how much time gets added?

    Extra time is all of the time that it takes for injury timeouts, out of bounds stuff, and time that there is basically a stoppage of play, instead of stopping the clock (like football) they keep the clock moving and then add all of the extra time at the end.

    they add more time to make up for the time wasted when they have to stop for an injury or something else.
