Is it illegal to fish with live rats?

I am wanting to no what considers animal cruelty. i have heard storys that fishing with week old puppys will get you landed in jail for animal cruelty but i was wandering is it the same principle for a pest like a rodent? i am looking for weird baits that might give me a little edge at a paylake on monster cats..

i am talking about a live rat on the end of a big hook... i live in the state of kentucky i just wanted to make sure i am not breaking any laws

and yes i do understand that they will shortly die but the fresh/warm blood of the animal will attract large catfish

so does anyone know if it is legal or not?

    It depends on where you are. If you go outside the territorial waters, you can still use dynamite for fish kills.

    If a live rat wants to go fishing with you it will be OK

    You do realize they won't be "live" for long? Between the "big hook" and the water, they won't last long.
