are there any companies that develop aviation gps software for companies like garmin or do all the gps manufacturers design there own software?

I can't speak for other companies but I do know that Garmin develops their own software for their portable and panel mount GPSs. They have several software engineers that are pilots. That is part of the reason Garmin Aviation GPSs are so ergonomic and easy to use.
