Should we leave the fan on or off?
We have no air conditioning in our house. It's hot and we have put fans in our living area.
When we leave the house let's say for a couple of hours, should we leave the fans on or off, and why?

Off.
Fans keep you cooler by moving air past your skin, improving your cooling ability. If you're not there to enjoy this, there's no sense wasting the electricity.

Just try to keep the doors or windows open so that the ambient temperature would be uniform throughout with the entire house. You could try leaving wet cloth towels lying around in hot rooms (the evaporation of water may help bing the temperature down).

No doubt Fan should be turned off when we leave because today world is facing Electricity crisis.

Turn them off, there could be a problem that because you are not there, will not see and this could cause a fire. Result- your house is at least smoke damaged at worst gutted ! Turn off all electricals when you leave the house.
