How can I fix the vertical retrace lines on my t.v.?

Several months ago, vertical white retrace lines showed up on my television set in addition with a solid black line after owning it since about eight years ago.

I haven't any knowledge in electronics so the only other information I can give is what was on the back of the t.v.

It's a 27" Toshiba, Model 27A51, serial number 2282462155 B, it runs on(?) AC 120V 60 Hz, 125 W, and in the top right hand corner of the sticker the numbers 7225490054 were written.

Really, any information would help. I'd prefer to fix it at home at the lowest cost possible as I do have a brother who is more mechanically minded.

If the only possible way to get it fixed is to go to a repair shop, how much could that run me?

Retrace lines should only show up if the brightness level setting is too high on your CRT TV. Try setting the control lower so that the black level is lower (darker). Different TVs call it different things, like picture or level or contrast. Experiment to see what works.
