strange colorful pufferfish? what kind?

A friend and I were net fishing in the delaware bay, and we found this fish...

When it wasn't puffed up it was no bigger than a quarter, was blackish-green and had yellow spikes. When it was puffed up it was black and the yellow spikes turned to bright yellow spots. I have never seen anything like this in the Delaware Bay and was wondering if anyone could identify the fish... i couldn't find it on the internet anywhere.

    i bet its sick because this is the first i have heard of a putter fish colorful although the fish could have just been lucky and got that pigment.

    hmm. I too looked all over the internet and asked a few friends. Yet we were unable to identify it. In my opinion it is some sort of mutation.
