Shall I go Network Or Software Development?

I am working in computer maintenance and networks since 2000 but I get a university degree in 2007 in Software engineering, and from 2009 until now I am working as software developer but for a rare language (Action Script 3), so I think I must decide which field I should continue in:

1. Networks: shall go to networks, I don't have any certificates in it, so I must get some, shall I start with Cisco or with microsoft MCTIP.

2. Software: I can learn any programming language easily, but I spent almost 20 months working on Adobe Flex (AS3)..

So please help me decide which field to continue in, and what is the first step in it!

Update:

Thank you very much peter, you really provided me with much useful information, actually I am thinking that I will take the way into software development, because in each software company their is 1 or 2 network admins, while their are a team of developers!

This decision is up to you. If you want to go into network support, just keep in mind (as you seem to be) that you may need to get some additional training.

Also, keep in mind that ActionScript is actually pretty popular these days. So don't feel like your experience is useless. But if you want to go to a different area, I would suggest developing your web development skills. You really can't go wrong with a solid understanding of web development. If you need to pick up PHP, Python, Ruby, or whatnot to get a job, that should be pretty simple. Having the HTML/CSS/JavaScript background is where the real money is these days.

In my opinion, if you want to do web development, you should look into HTML5/CSS3. These are technologies that are growing in use, but still very new. Apple's iOS has superb HTML5/CSS3 support, and their webkit engine will probably provide the de facto standard for HTML5 until its official adoption as a standard (8-10 years from now). Due to the popularity of iOS devices (iPhones, iPod Touches, and iPads), there are a ton of positions out there for web developers that can help provide rich experiences to users of those devices.

But that's just my personal opinion. You certainly have the background to make this decision for yourself.
