Go to home depot and buy the kids playsand. Sawdust works great,too.

You can put sand, gravel, or dirt into a horseshoe pit. All of these work fine but when it rains the sand and dirt can get a little muddy and soft.

At the cottage, we used beach sand, because it was there. We put a pit in at the house in the city & just bought the same sand you'd get for a sandbox, I think it was called playsand.
EDIT: ewww, professional advise. We just play for fun, so go with whatever you think is best.

you dont want sand, you want clay for a shoe pit...thats how the horseshoe leagues do it...
